Barney Gomez was the CIO (Chief Information Officer or Chief Technology Officer) for the Department of Health Care Services (DHCS) for the State of California. Mr. Gomez directs and oversees the Departments highly complex IT operations and is responsible for ensuring that adequate IT policies, plans, services, and support are provided to all departmental programs. He oversees the IT policy development, coordination, and consolidation of infrastructure services for DHCS, infrastructure support to the California Department of Public Health (CDPH), the California Health and Human Services Agency (CHHSA), and the Health Benefit Exchange (HBEX). Mr. Gomez plans, develops, and influences policy and directs over 25 types of IT services that cover over 8,000 employees, 70 remote sites, 9,000 personal computers, 1,100 servers, and 10,000 email, and active directory accounts. He is also responsible for managing the Information Technology Services Division's budget of over $ 10 million dollars and ensuring that expenditures are consistent with departmental policy and that technology investments are cost effective and have a positive return on investment. In addition, as the CTO, he ensures that technology systems and data are compliant with HIPPA standards and that the security measures are in place and enforced.  The Department of Health Care Services project portfolio, estimated to be $1 billion, includes the Medicaid Management Information System (CA-MMIS) service contract and the Health Insurance Portability and Accountability (HIPAA) II compliance project.  He has also worked in the private sector, where he was a systems engineer and network manager.
