2011-2012 Perkins IV, Title I-C Allocation Increase Revision
This memo and attachment detail an increase of Perkins Title I, Part C district allocations under the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV). The FY 2012 Continuing Resolution passed by congress in October 2011 reduced allocations by about 1.3%. The reduction has now been restored to the 2011-12 district allocations in the current year. The allocation total amount has been increased to add $913,169 statewide resulting in a 1.8% increase over the October 2011 amount

Employment Data Delays for Perkins 2012-13 Planning Year Core Indicator Reports
This memo provides information on delays in obtaining the employment data used in the Core Indicator Reports under the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV) for the 2012-13 Planning Year. The reports were released in January to allow for the start of district planning purposes and target negotiations. It notes that although data for the employment indicator is in the reports, the indicator for employment (4P1) is not valid. Updated reports will be made available when the data is available in April or later.

CTE Transitions Allowable Consortia Changes and Updates
In 2011-2012 Perkins Tech Prep funding was removed from Perkins IV, and the Chancellor’s Office invoked a 10% Reserve from Title I-C funding to create the statewide CTE Transitions consortia. This annual funding is expected to continue until the Carl D. Perkins Act is reauthorized. For 2011-12, the Chancellor’s Office allows the realignment of individual colleges within a consortium. However, aligning across district boundaries is not permitted. Fiscal agents of individual consortium cannot be secondary institutions.

The California Department of Education identified errors in their postsecondary figures and the new numbers resulted in an additional $2.5 million to the community colleges. The new amount increases the allocations by 15.9% over the original 25% decreased estimates. The new deadline for application updates remains June 3, 2011.
