About the Deputy Sector Navigator

To target investment at priority and emergent sectors as chosen by each of the ten regions of the State and meet the intent of specific objectives of the Economic and Workforce Development Program and the Career Technical Education Pathways Program. The allocated funding for Deputy Sector Navigator grants has been determined by this regional selection. It is a requirement of the Chancellor’s Office that the applications will match one of the priority or emergent sectors chosen by the region in which the applicant is applying and that the fiscal agent is one of the Districts within that region.

  • About the Technical Assistance Provider: Centers of Excellence for Labor Market Research

    Integral to the Economic and Workforce Development Program (EWD), the Centers of Excellence for Labor Market Research (CoEs) serve as a labor market and data resource for education and industry stakeholders. CoEs provide real-time and look-ahead regional labor market research and data that is validated by industry partners, connect business and industry with community colleges and workforce and economic development professionals, and advance the workforce mission. As part of the Doing What Matters for Jobs and Economy (DWM) framework, the work of CoEs will inform regional college consortia as well as sector-based initiatives in their efforts to close the skills gap.  Additionally, CoEs will provide data support for the regions and sectors to align labor market workforce demands with training capacities at the colleges, within the region, and across the state along industry specific sectors.

    About the Regional Consortia Grants

    The goals of Doing What Matters for Jobs and the Economy are as follows: to supply in-demand skills for employers, create relevant career pathways and stackable credentials, promote student success, and get Californians into open jobs. Key activities under this framework include: a focus on regional priority/emergent sectors and industry clusters (to be referred to simply as “sectors”); to take effective practices to scale; to integrate and leverage programming between funding streams; to promote common metrics for student success; and, to remove structural barriers to execution.

    This grant funds seven Regional Consortia under the Carl D. Perkins Act: Greater Sacramento, Northern Inland, Northern Coastal ($300k + $70k); East Bay, North Bay, SF/Peninsula, Silicon Valley, Santa Cruz/Monterey ($300k + $70k); Los Angeles, Orange county ($300k + $70 k; Central/Mother Lode ($150k + $70k); South Central ($150k + $70k); Inland Empire ($150k + $70k); and San Diego/Imperial ($150k + $70k). The funding supports a Consortia Chair and the consortium activities that “move the needle” in the region’s new and emergent sectors.

    About the Sector Navigator Grants

Key activities under this framework include: a focus on regional priority/emergent sectors and industry clusters (to be referred to simply as “sectors”); take effective practices to scale; integrate and leverage programming between funding streams; promote common metrics for student success; remove structural barriers to execution.

    This grant funds ten Sector Navigators (maximum $172,500 requiring a dollar-for-dollar match), the HUB from which the Sector Navigator will operate (maximum $50,000 no match required), and the Knowledge Communities and Advisory Bodies (maximum $150,000 requiring a dollar-for-dollar match) necessary to align the work of the Sector Navigator with the industry sector being served.
